ARBA Board meeting
September 2, 2008

The meeting was called to order by President Cindy Cieciwa at 6:03 PM Pacific time.

Present were Cindy Cieciwa , Margaret Walters, David Day, Carol Pasheilich, Mary Pratt, Ron Andress, Janet Seavey, John Shelton, Maria Rooney, Toni Scholder, Jane Caulfieldand Jean Kamenicky. 

Maria questioned the agenda items placement stating that since the meeting was called to discuss funding of mediation, it should be discussed first.

Cindy chose to discuss the ballot issue for District 2 first and proceeded.

DISTRICT 2 BALLOTING

Jane moved to re-do the entire ballot with corrections with  a cover letter in a colored paper for the entire membership.  Carol seconded.  There was much discussion.  Toni amended the motion to read to only the portion of the ballot to which they would have the authority to vote would be sent to the members.  Carol seconded.  Role call vote was taken.  Margaret – no; David – no; Carol – yes; Ron – no; Janet – yes; Mary – yes; John – no; Maria - no; Toni abstain.  Motion failed.

There was more discussion on the issue.

Margaret moved to send only District 2 a new ballot immediately for their director and the director at large with a cover letter on different colored paper.  Jane seconded.  Role call vote was taken. Margaret – yes; David – no; Carol – yes; Ron – yes; Janet – yes; Mary – yes; Maria – yes; Toni – yes; Jane; yes; John – no.  Motion carried. 

Margaret moved that the new ballot would be mailed by September 6,. 2008  and the instructions say that the new ballot from District 2 be in the ARBA office by September 22nd, 2008.  Carol seconded and the motion was carried.

There was discussion about the counting of the ballots.  Jean was asked who she had lined up to count the ballots for 2008.  She stated she was using the Hidden Valley High School FFA.  Toni moved to use the Hidden Valley FFA chapter to count the ballots.  Maria seconded.  Role call vote was taken.  Margaret – no;  David - no; Carol –no; Ron – no; Janet – no; Mary – no;  John – yes; Maria – yes; Toni - yes; Jane – no.

Mary moved that ARBA use Resolutions Northwest to count ballots for this election only.  Mary amended her motion to read ARBA use Resolutions Northwest to open and count ballots this time only. Margaret seconded.  Role call vote was taken.  Margaret – yes; David – no; Carol – yes; Ron; no; Janet – yes; Mary – yes; John no; Maria – no; Toni – no; Jane - yes.  President Cindy broke the tie by voting yes.

MEDIATION FUNDING

Maria, Jane, Cindy and Jean were the people planned to go to ARBA mediation.

Costs were discussed.

Carol moved that Jean and Cindy alone would go to mediation with total travel and expenses to not exceed $1500.00.  Toni seconded.   A role call vote was taken.  Margaret – yes; David – no; Maria- no; Toni – yes; Jane – yes; Mary – yes; John – no; Toni – yes; Janet – yes; Ron yes.  Motion carried.  Mediation will be on September 19, 2008 in Salem, Oregon.

Mary moved to have the minutes from the April and June meeting sent out for review.  Janet seconded.  There was discussion.  Vote was taken with ayes and nays.  Motion carried.

Janet moved to adjourn.  Jane second.

Meeting was adjourned.
